Global Markets: Canada’s government invokes Emergencies Act

WINNIPEG – The following is a glance at the news moving markets in Canada and globally.

– Prime Minister Justin Trudeau announced on Monday the Canadian government would be invoking The Emergencies Act for the first time in Canadian history in an effort to remove truck blockades protesting COVID-19 vaccine mandates across the country. The Act would give the federal government temporary powers to handle the protests, such as giving the police more tools to restore order, designating and securing border crossings and freezing the bank accounts of those suspected of illegal activity. The Act is designed to respond to emergency scenarios and is still subject to the Canadian Charter of Rights and Freedoms, unlike its predecessor The War Measures Act, which was repealed in 1988.

– Russia said on Tuesday it was pulling back some of its troops from the Ukrainian border, but NATO is asking for proof. The Russians did not say how many of its 130,000 troops on the border would be withdrawn, but they are portraying the moves as evidence that talks of war from the West were false and hysterical. NATO secretary-general Jens Stoltenberg told reporters there were grounds for “cautious optimism” that Russia is willing to negotiate.

– A Spanish fishing boat sank off the coast of Newfoundland, killing four people and leaving 15 people missing. The Spanish rescue service said that a Canadian helicopter reached its area 450 kilometres from shore and a rescue vessel was also sent. Rough seas are believed to be responsible for the boat sinking. The crew comprised of 12 Spaniards, eight Peruvians and two from Ghana.
