‘Winter feed is one of the most important factors in the successful operation of the livestock industry in Western Canada. The rancher may survive low prices, disease epidemics and other troubles but he cannot stay in business very long if he does not have winter feed. One way in which more could be produced is by using spring run-off water along with suitable kinds of cultivated grasses in low lying areas.’
